Assignment Title: International IT Specialist (Application)

The Republic of the Union of Myanmar has received financing from the World Bank toward the cost of the Financial Sector Development Project, and intends to apply part of the proceeds for consulting services.

The Central Bank of Myanmar (CBM) are planning to implement the staff trainings and perform as an independent reviewer of the payment process as needed. The consulting services (“the Services”) include as part of assisting on Project in setting up an appropriate system of the IT  Project. The services of the specialist within this assignment are as follows: (Detail of these and other specific tasks are discussed in the Term of Reference)

  1. Help CBM set up the IT the necessary applications for the Central bank – starting from discussing with business units of CBM on business requirements, finalizing them, helping them to write the  Requirement Definition (RD)for functional requirements, helping the CBM evaluate the solutions, helping them implement the solutions as required.;
  2. Support Management and delivery of IT application solutions and related services 1) upgrade / enhance Oracle GL implementation 2) currency management systems and related applications including interfaces to GL / RTGS/ other applications 3) Prepare risk assessment guideline in developing interface between ACH/Tax Payment/ Mobile Payment and RTGS 4) Support for developing interface (internal/external link) between CBM-NET RTGS system and Commercial Banks’ core banking system. 5)HRMIS 6) Application for Data Server for reporting and data collection system (MIS)for CBM 7) Help in some kind of banking solution for CBM so that at some point they can take over government business ( a CBs connected to 3 CBM branches perhaps).
  3. Define / implement IT processes & policies for effective operations and controls for the application, support in application change management, project management etc. that will be affected to CBM and/or other related organizations;
  4. Define IT governance standards for identification, management and control of operational risks; in line with laws and regulation as well as international standards with respect to application management life cycle;

The CBM now invites International IT Specialist(Application) to indicate his/her interest in providing the Services. Interested Specialist should provide information demonstrating that he/she has the required qualifications and relevant experience to perform the Services. The short listing criteria are:

  1. Advanced degree in Information Technology / Banking / Finance or related field with 15+ years of experience in managing IT application service delivery in a bank or IT company with banking client / central banking industry. Of this, at least 5 years should be as a leader  the Applications Management and Support of the application software used typically in the banking industry.
  2. Should be able to train the CBM staffs / officers on various aspects of the applications that are getting implemented covering IT application monitoring, day to day use and operations and related aspects;
  3. Should have excellent problem solving skills, analytical and communication skills with ability to manage changing priorities, security threats and problems;
  4. Specialized technical qualifications like CISA / CIISA / PMP / ISO and Microsoft certified or certifications in the areas of Application, IT operations, Business Continuity and Project management are desirable.
  5. Fluent in English for written and spoken skills;

The attention of interested Specialist is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 and revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

A Specialist will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines.
